Bristol Civic Society appreciated the opportunity of a pre-application discussion on this proposal. At that discussion, the Society broadly welcomed the principle of residential development on this site and was broadly content with the design and materials proposed. We did have reservations about the visual impact of the garage provision shown abutting the gable ends of the building and are pleased to see that these have now been removed. We note that St Pauls Unlimited have a number of outstanding detailed concerns and trust that these can be resolved in a mutually satisfactory manner. Overall, the Society feels that the proposed development will improve the townscape at this location.

Bristol Civic Society considers that this plot, with its potential for small rear gardens, would be more appropriately used for single dwelling houses as proposed in the previous application. The Society strongly supports the representations of the Kingsdown Conservation Group.

Bristol Civic Society does not object to the change to a residential use. However, it considers that a HMO for 12 persons would have a harmful impact on the character of this gracious street and the conservation area resulting from additional pressure from car parking, bicycle parking and bin storage. A single dwelling or a small number of self contained flats would be more appropriate.

Bristol Civic Society generally regrets the loss of public houses and would ideally like this building to remain in use as a pub. The nearby Plume of Feathers has recently closed and another loss would exacerbate the changing character of this area. There is a dearth of community facilities in this neighbourhood and so provision should at least be made for a community use to continue on this site if permission is granted for residential uses. The Society considers that the proposal would consume far too much of the site leaving little room for amenity space. It would appear to substantially fill in the valley in the roof of the public house adversely changing the character of this historic building. Altogether, it would result in an over intensive use of the site which would neither conserve nor enhance this Conservation Area.

Bristol Civic Society considers the conversion of this property to five flats to be excessive and an over intensive use of the floorspace. It would also increase the pressure for car parking in this area. The Society would prefer the building to remain as a single dwelling or its conversion to a more modest number of flats.
